The membership of these divisions would be rotated somewhat regularly. Each division obviously plays 6-division games. Only the individual division record counts towards a division championship and ACC Championship game birth.
In this system, ND can play a full ACC divisional schedule with 6 games, only one more than they are currently required to. The remainder of the conference has two cross-over division games (including a primary and secondary protected rivalry if they schools aren't in the same division during a particular season) that don't count in the division record, but work as a tiebreaker if two division teams are tied. In the event ND is tied, BCS standings are used.
This leaves ND 6 open spots on their schedule to allow them to play USC, Navy, Stanford, Purdue, MSU and whomever else they want. Let them keep their NBC contract for their home games.
Would ND bite for a shot at a conference championship and additional Orange Bowl births by adding only one more ACC game?

The ACC should just stay the course. I know there is still a feeling amongst some that Notre Dame will always remain independent, but that's really starting to become impractical, and their AD has been hinting at as much. One of the criteria that the selection committee will be looking for when selecting the participants for this new four team playoff is whether or not a school is a conference champion. That isn't the only thing they'll be looking at, but obviously it puts independent schools behind the 8 ball. The ACC still has Maryland for next season, so there's no need to do anything right now. I am more than confident that if Notre Dame can be convinced to come on board by 2014, then this will all be over. Time for these presidents to use a little foresight and prey in the vulnerability of the Irish.

I say give ND a deadline to go all in. If they say no, then tell them to go **** up a rope. I hate ND and they cause a lot of this stuff. They are like the deadbeat uncle who lives his whole life bumming off of other family members. Quite honestly I am sick of it, and they offer nothing to us so long as they continue to play the role of a needy crackhead hooker.
Oh I almost forgot, ND can take that goofy leprechuan with them too.
