IMO, if passed this will just be another step for the schools with huge athletic budgets to drive a further wedge between themselves and schools without the big money.

It wasn't going to pass. My understanding is the majority of the membership in D1 doesn't want it. To pass it, they'll have to spit div 1 first.
Many schools in the "power conferences" were against it and all of the non-BCS schools were unanimously against it, from what I read.
It is a really stupid idea. The kids who are not athletes have to pay back student loans and athletes get a stipend? The schools should use some of the big athletic money to lower tuition costs across the board instead of trying to make athletes even more special. And this is from someone who was a scholarship athlete. The special treatment sometimes is disgusting.
